The first step is selecting a free online hosting provider. Free online hosting providers will probably include also a domain name and a secure ssl connection to the domain. Once selected, it is needed to register and open an account. Then, when an account is opened, it is needed to create a website. This involves creating a html format text document and putting it on online web server host via internet. When done, it is possible to own a personal web site.
